The word that springs to mind is, workmanlike.
Kloos is quoted as being one of the stars of Mil SF so I decided to give this a whirl. It was distinctly average, almost painting by numbers.
Don't get me wrong, there are some good sequences here. Which is why it gets a 3 star from me, a rating I rarely give. I either like something or hate it, generally. Thus a 3 is a review score equivalent of a shrug from me.
I found the structure of this all over the map, it doesn't pull together to a cohesive whole for book and is too busy setting up the series to come to care.
In summary, not recommended and I won't be following up with the series.
