I can't decide if this bothers me because the Lord Ruler spent a thousand years distancing himself from Terris culture, and is therefore considerably less Terris than I am English, or because of the ethno-nationalism inherent in looking at the damage done by an unaccountable autocrat and blaming it on where he called home.
