Well, Ancillary Justice was no fluke; Ancillary Sword is as gripping and intriguing as its predecessor and (assuming you've read the first volume) not initially confusing, either. As I recall this is more focused on intrigue than Justice, though it does have its moments of action, including an exciting (if somewhat predictable and slightly preposterously timed series of events) denouement.
