A bit of a disappointment; too obviously just making political points for long stretches, a couple of glaringly racist comments, a tacked on romantic subplot, (Frauline Dollmann is another archetype of the Ideal Woman circa 1903, with little by way of character development) and a back third taut enough to make one regret the slack pace of the first two thirds.

On the other hand, it's interesting in terms of its place in literary history as an early prototype of the spy thriller.
